Status
Mr. Naik does not currently have an active dock application at DEEP. The reason for his his last minute withdrawal from the Harbor Management Commission's agenda remains a mystery. The most obvious reasons are:
1) The DEEP enforcement action regarding Mr. Naik's repeated violations of CT wetlands laws have not been resolved
2) The literal tidal wave of letters sent to the Harbor Management Commission by outraged residents made it likely the Commission was not going to rule in his favor
3) Our assessment that he was planning to dock a houseboat and a huge powerboat was accurate; this unmasking of the secret plan made it unpalatable for his team to proceed.
It would be nice if Mr. Naik had suddenly developed a sense of environmental awareness and recognized the harm he was planning to inflict on a fragile ecosystem. Our consensus is that this is unlikely, so we are waiting for his next move. In the meantime we are continuing to work.
1. Water depth. We are in the process of actually measuring the water depth at the proposed site. It is critical to know the actual depth at very low tides in order to predict the damage that will result from large boats. Using average low tide does not make sense since the damage will be done at the lowest tides and storms.
2. Vegetation. We will be doing an underwater survey to map underwater vegetation in the cove.
3. Harbor Management Commission. We are providing input to the Commission to encourage them to use input from DEEP and the public in re-writing their Plans; they need to be more concise and more protective of the environment
4. We are working with State and local officials to close loopholes that allow the construction of "vanity" docks and the destruction of wetlands.
